The petitioner submitted that contract for construction of multi-storey building was awarded to the company, which was not part of pre-qualified bid in this regard. He accused Gul Construction Company, whom the contract was awarded of not meeting the criteria for securing the contract and prayed the court to cancel the contract.
Petitioner also pleaded that court to direct National Accountability Bureau (NAB) to hold inquiry into alleged favouritism in award of contract as over Rs.750 million contract was given in violation of rules. Replying to the plea of the petitioner, the court stated that it would give its judgment after Sindh Works & Services Departemnt submits its reply.
The same bench hearing the petition of Khawja Azharul Hassan, Muttahida Qaumi Movement-Pakistan (MQM-P)'s member of Sindh Assembly for scrutiny of domiciles, issued in Karachi since 2008 approved the plea of Sindh Vision to be party in this case. Barrister Rafiq Kalhoro, counsel for Sindh Vision submitted that petition apparently aimed at targeting a particular ethnicity when Justice Mazhar inquired about the intention to be part of this petition.
Barrister Kalhoro said that they are not against scrutiny of domiciles in Karachi, but why it should be scrutinized from 2008 and described the petition as ill-intended. Justice Mazhar explained that the petitioner didn't name anyone in its petition and said that why not the investigations are carried out if domiciles were issued wrongly. Assistant Advocate General told the court that deputy commissioners of five districts of Karachi submitted their replies in the petition regarding issuance of domiciles in their respective jurisdictions.
